Anti-eviction programs catch people before they fall by keeping them in their homes.

Preventing eviction protects children’s mental health, education, and sense of security.

 Empire Arising is working to help lower eviction rates through tenant resources and support as well as landlord education. 

Empire Arising applies systems theory, community psychology, and prevention science to strengthen safety, resilience, and collaboration at the neighborhood and organizational level. 

Our community initiatives are grounded in systems psychology and community psychology, focusing on prevention, resilience, and sustainable change.

We partner with neighborhoods and community stakeholders to understand the depth of community needs, existing strengths, and available resources, while identifying gaps in services and access. This approach allows us to move beyond surface-level solutions and better understand how needs can be met in ways that are practical, sustainable, and fully utilized. 

After spending more than a decade helping low-income individuals and families access services—often only to see them remain caught in cycles of recurring challenges—our founder recognized the need for a different approach. 

Communities Arising focuses on breaking those cycles by creating pathways that offer a hand up, not just handouts. Through community conversations, data-informed assessments, and collaborative planning, we help clarify what is working, what is missing, and how communities can build lasting solutions together. 

By bringing residents, organizations, businesses, and local leaders to the same table, Communities Arising helps strengthen neighborhoods, expand capacity, and empower communities to rise together.
